Did this go through the checked-in bags scanner? If it only went through the carry-on / cabin bags scanner, then it is possible that there is an issue with the film itself - if that's the case, then maybe worth sending Ilford an email to see what they think? I recently tried the same thing on a second hand Tamron Adaptall lens' rubber focus ring, it cleaned up like new.
