With the Rodinal / PC-TEA suggestion I was more thinking of reducing the number of variables between what worked for me, and what didn't quite work for you.

I did the bleach at 30C, Peroxide is 3% and using White Vinegar (the cheapest stuff, useful for cleaning too).

I use tap water for everything, but our water is "nice".

I think the bleaching step was the main difference.
I will try using EDTA-Disodum as described in the APUG threads to prevent the silver redepositing
Also I will use Fomapan400 which has been tried and tested, not sure about the DoubleX (but I have it on my bulk loader)
