Definitely not my sort of camera, but interesting all the same. What strikes me is that the controls, and the engravings on them, look no bigger than on any other camera. I think it would be fiddly in a proper underwater setting, but probably great as an extremely weatherproof camera.

I certainly don't think three thousand dollars 'puts it well beyond the means of ... many pros'. I think you wouldn't have to do many paying jobs (even just in foul weather, let alone underwater) for the thing to pay for itself; but I speak from a position of admitted ignorance. Well beyond my means though.
